Manager Monitoring, Training and Testing

The Manager Monitoring, Training and Testing is accountable for providing strategic and operational support in managing the Bank’s overall Anti-Money Laundering program by monitoring and testing adherence- and compliance to the AML/ ATF and sanctions policies and procedures.
Accountabilities

Prepare Annual Testing and Training Plan

  • Identify systemic/ emerging issues that may impact overall compliance by the Bank and plan through discussion with the Department Head, testing and/ or training required to prevent or remediate non-compliance. This may include pre-planning meetings and walkthroughs with other colleagues to confirm our understanding of the processes and activities subject to testing and/ or training.
  • Draft the Annual Testing Plan and Annual Training Plan based on above.
  • Develop a thorough understanding of the business, risks and processes for assigned projects through a review of the policies, procedures, risk assessment, regulatory reports and other related information.
  • Direct and oversee the planning of testing and training by ensuring the scope and extent of work is in accordance with the approved plan, timing and budget are reasonable, procedures are efficient, appropriate resources are assigned, and risks understood.  Prepare/ direct planning documentation and sample selection in accordance with the Annual Testing Plan and Annual Training Plan.

Execution Testing and Training

  • Execute, manage and supervise the proper execution of the Annual Testing Plan and Annual Training Plan independently ensuring the nature and extent of testing and training is appropriate to support the final grading or opinion in case of testing and the objective in case of training. This includes ensuring appropriate completion and review of documentation prepared by the Monitoring and Testing Officers and Compliance Training Officers.
  • Complete on-site review of assignments as required to ensure adequacy of work performed to support final grading of testing conducted and ensure that testing is conducted in accordance with the Testing Plan and internal guidelines.
  • Identify gaps in the existing compliance program and participates in developing, maintaining and implementing changes to compliance policies and procedures. 
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Determine the training needs that will be required to ensure compliance is attained and ensure that the respective training is also provided in and effective way.
  • Ensure that adequate training programs are conducted to support the reliable implementation of regulatory- and policy requirements.
  • Maintain oversight of all mandatory employee training, appropriate to that employee’s functions in AML/ ATF/ Sanctions deterrence, detection and reporting procedures and/or other regulatory requirements.
  • Act as a consultant, instructor and educator in compliance matters to all employees and encourage personnel to report any compliance issues, perceived problems or conflict of interest situations.
  • Assist the Group Compliance Head with ongoing initiatives to improve Compliance awareness throughout the entire bank.

Reporting/ Communication

  • Review and edit draft reports to ensure written reports, reviewed documents and correspondence demonstrate a comprehensive understanding of issues with key risks clearly articulated and materiality and the associated impact explained in accordance with the Testing Methodology and those recommendations to resolve issues demonstrate a good understanding of the “root cause”.
  • Ensure proper and timely presentation of findings to line management and ensure that exit meetings are held whereby the results of testing and root causes are presented and discussed. 

Human Resources (HR) Management

  • Provide leadership, guidance and coaching to the Monitoring and Testing Officer.
  • Ensure annual performance measures are aligned with objectives and priorities of the Compliance Department and assess performance of staff against such targets, in accordance with policies and procedures.    
  • Provide guidance and coaching to less experienced staff and assist in team development by training, guiding and monitoring development of staff.
  • Manage self/ staff development by/ through confirming/ communicating job expectations; identifying mentors/ coaches and enquiring about training needs; ensuring timely completion of performance appraisals. 
  • Continue self-development to expand or maintain an understanding of the business line’s key processes and business applications.
  • Manages assigned staff and champions a high performance environment and implements a people strategy that attracts, retains, develops and motivates the team by fostering an inclusive work environment; communicating vison/ values/ business strategy and managing succession and development planning for the team.
Job requirements
  • Bachelor’s Degree in Business, Accounting, Law or similar education
  • ACAMS is a must
  • Minimum of 5 years of relevant experience in AML/ATF law and regulation in a financial institution and/or management consultant environment
