Risk Manager Banking

In consultation with the Senior Manager Risk & Compliance (the SMRC), you will ensure that the Bank (Curacao, Bonaire and Sint Maarten) has an adequate credit, market, and operational risk framework and procedures in place, based on the Bank Corporate Strategy. Furthermore you will make sure that the bank is in full compliance with all banking laws, regulations, internal policies and procedures.
Accountabilities

Enterprise Risk Management Policy

Develop and/or support the SMRC in the implementation of the Enterprise Risk Management (ERM) Policy and Standard of the bank as approved by the Management Board and Supervisory Board of the bank, based on the corporate strategy, in order to comply fully with all banking laws, regulation, and internal policies and procedures.

Main activities:

  • Identify and analyze developments within the market and analyze and translate them to the ERM Policy and Standard.
  • Determine the risks for the specific areas.
  • Plan, design, and implement an overall risk management process for the organization by developing operating models.

Risk Assessments and Risk Evaluations

Conduct risk assessment and evaluations policies and compliance standards, including liaison with internal and external auditors, in order to ensure that the specific objectives are realized efficiently and effectively.

Main activities:

  • Perform risk assessment, which involves managing the process of analyzing upside and downside risks, as well as identify, describe, and estimate the quantitative and qualitative risks affecting the organizational risk areas.
  • Perform risk evaluation, which involves comparing estimated risks with risk criteria established by the organization (such as costs, legal requirements, and environmental factors) and introduce a range of control measures.
  • Perform evaluations on policies, processes, and compliance to standards.
  • At a strategic level, contribute to the mapping process in order to understand business processes and linkage to areas of risk.
  • Perform analysis and evaluations for the bank’s credits and investments proposals in compliance with the related policies and processes.

Advisor (Senior) Management

Serve as an advisor to (Senior) Management in the areas of risk management, finance, and accounting as well as make recommendations to reduce risk exposure in the risk areas of asset/liability, credit, operational and compliance.

Process Management

Monitor and review processes, according to established bank processes and compliance regulations, to ensure risks and compliance arrangements are in place.

Training

Provide support, education and training to staff, commonly at management level.

Communication

Communicate effectively with the employees from the team concerning the strategy and the coordinating department ERM Policy and Standard. Ensure the internal synchronization with other departments, in line with the Risk Management annual plan and possible agreements made, in order to create a basis for the organization strategy and objectives as well as efficient and effective cooperation between the teams.

Main activities:

  • Prepare Risk Management Department Plan, in synchronization with the indicated priorities by the SMRC.
  • Make an inventory of the information needs of the team members and satisfy within the possibilities.
  • Organize bi-weekly or monthly department meetings to discuss strategies and priorities for the coming period (short term).
  • In case of dependence on other teams, communicate about the processes of the team/branch and the degree of realization of agreements made.

Reports

Prepare reports in an appropriate way for different audiences, for example to the board of directors, so they understand the most significant risks, to business heads to ensure they are aware of risks relevant to their parts of the business and to individuals to understand their accountability for individual risks.

Human Resources

Manage, appraise and motivate the employees of the department, in line with the HR-policy, in order to guarantee an optimum qualitative and quantitative staffing.

Main activities:

  • Conduct objective evaluation - and appraisal meetings.
  • Stimulate and guide employees in their personal development.
  • Look for an adequate capacity of the department in knowledge and performance.
  • Select new employees for the team, in consultation with the HR Department.
Knowledge and experience
  • Master’s Degree in Business Administration / Accountancy or Equivalent.
  • At least 7 years of experience in Risk Management activities.
  • At least 2 years of experience in a similar position.
  • Completed CRMA, COSO- ERM Certification.
  • Good human relations and communication skills.
  • A thorough understanding of loan regulations is required.
  • Oral and verbal command of the languages Papiamentu, Dutch and English.
